Duties of Executive Committee

PRESIDENT

The President shall:

  • Give public recognition and show appreciation for all good work and help received.
  • Make no statement contrary to the policy of the Club.
  • Have general supervision of the affairs and business of the Club.
  • Be ex-officio at all committee meetings.
  • Represent the Club at public occasions.

VICE PRESIDENT

The Vice President shall:

  • Assist the President.
  • In the absence or disability of the President, perform the duties of the President.
  • Perform such duties as may be assigned by the Executive Committee.

SECRETARY/PUBLIC OFFICER

The Secretary shall:

  • Prepare a "permanent" Meeting Agenda in consultation with the President.
  • Convene meetings according to the Constitution and By-laws.
  • Issue special "Notices of Motion".
  • Ensure all meetings of relevant, affiliated bodies are attended by the Delegate(s) Representative(s).
  • Be responsible for the keeping of a Key Register and the distribution of keys to lights, oval and club house.
  • Be ex-officio at all committee meetings.
  • Inform the President of any "urgent" correspondence or matters.
  • Attend to all matters relating to "Incorporation" as laid down by the Department of Fair Trading.
  • The Secretary shall keep an accurate:
    • Minutes book
    • Copy of Constitution and By-laws
    • Correspondence file
  • Other duties:
    • Apply to Sutherland Shire Council for use of the Heathcote Oval, listing training times and home games, via the League and/or Heathcote Sportsground Management Committee as applicable.
    • Prepare at least one General Report for the inclusion in the Club Notices throughout the playing season.
    • Prepare an "Annual Report" to be included in the Club's Yearbook.
    • At the end of the season list all players for pennants and all winners of trophies.
    • Issue a notice in the Club magazine, at least thirty (30) days prior to AGM, calling for all Executive and Management Committee positions.

TREASURER

The Treasurer shall:

  • Record all income and expenditure.
  • Deposit all funds into bank account(s) in the name of the Club.
  • Issue cheques, co-signed by the President or Secretary.
  • Prepare a Report, to be presented verbally, summarising the financial activities for each month.

The summary will include:

    • Total income
    • Total expenditure
    • A list and total of all debtors
    • A list and total of all creditors
    • Accounts balance

Extraordinary items should be highlighted.

  • Prepare an itemised written report to be included as part of the Treasurer's Report in the minutes.
  • Have all books and records available for inspection by the Executive Committee.
  • Submit all books and records to the Club's Accountant for audit prior to AGM.
  • Prepare a "Statement of Financial Affairs" and report to be presented at the AGM.

This Statement shall include:

    • Income and Expenditure statement
    • Assets and Liabilities statement
    • Information on mortgages, charges, securities and trusts
  • A copy of the Statement of Financial Affairs to be given to the Secretary at the AGM for the purpose of Incorporation requirements.
  • Liaise with the Club Registrar with regards payment by players of registration fees.

ASSOCIATION/LEAGUE DELEGATES

SYDNEY FOOTBALL LEAGUE DELEGATE (hereinafter called "The SFL Delegate")

The SFL Delegate (or appointed Representative) shall:

  • Attend all League meetings.
  • Be responsible for the hand delivery, courier or mailing of Team Sheets within the prescribed time parameters as set down by the League.
  • Give a report at the monthly General Meetings.

Note: In the event of the SFL Delegate being unable to attend a League Meeting, the Secretary will be advised, in order that a Representative be appointed.

ST GEORGE & SUTHERLAND SHIRE JAFA DELEGATE (hereinafter called "The St George JAFA Delegate")

The St George JAFA Delegate (or appointed Representative) shall:

  • Attend all Association Meetings.
  • Vote when required at such meetings as directed by the Management Committee.
  • Give a report at the monthly General Meetings.

SOCIAL SECRETARY

The Social Secretary shall:

  • Arrange all social functions in conjunction with at least two members from the Executive Committee.
  • Give all monies raised to the Treasurer.
  • Be allocated monies from the Club fund when necessary.
  • Report regularly to the monthly General Meetings all social activities.
  • Present a "Financial Statement" to the Executive as and when required.
  • Call on additional members and supporters whenever necessary.

DELEGATE TO THE HEATHCOTE SPORTSGROUND MANAGEMENT COMMITTEE (hereinafter called "The Sportsground Delegate")

The Sportsground Delegate shall:

  • Attend all Heathcote sportsground Management Committee Meetings.
  • Give a report at the monthly General Meetings.
  • Inform the Secretary if unable to attend any Heathcote Sportsground Management Committee Meetings, so that a Representative can be appointed.

PROPERTY MANAGER

The Property Manager shall:

  • List all Club equipment and property.
  • Report any loss or damage of equipment to the Executive Committee via the Secretary.
  • At the commencement of the season, issue necessary equipment (and written list) to each Team Manager.
  • At the end of the season, receive (for storage) all equipment (and written list) from each Team Manager.
  • Receive quotations from suppliers of equipment and property and liaise with the Executive Committee via the Secretary to determine necessary purchases.
  • Provide a report at the monthly General Meetings.

CLUB REGISTRAR

The Club Registrar shall:

  • At the commencement of the season collate all players' registrations, photos, birth certificates, etc, as required for entry into the Club's records.
  • Ensure completed registration material is passed onto the appropriate Senior League Authority or Junior Association Official.
  • Receive from each Team Manager the duplicate copy of the Team Sheet, after each games day.
  • Enter the names of the players from the Team Sheet, signed on as playing, into the players' games record.
  • Advise the Executive Committee of players approaching game milestones, ie, 50, 100, 150, 200 games, etc.
  • Provide a report at the monthly General Meetings.
  • Liaise with the Treasurer regarding payment by players of Club Registration Fees.
  • Receive from the Team Managers "internal" Best & Fairest voting sheets.
  • Attend relevant League "Permits and Qualifications" (or similar) meetings.

PUBLICITY OFFICER

The Publicity Officer shall:

  • In the pre-season assist the Executive Committee in procuring sponsors.
  • Prepare sponsors' advertising and general sponsor information for inclusion in the Club Magazine throughout the season.
  • During the season collect the Match Reports from the coaches for inclusion in the Club Magazine.
  • Seek information and articles from all the Committee for inclusion in the Club Magazine, eg.:
    • President's Report
    • Social events
    • Player milestones
  • Compose and print the Club Magazine at least every second week and distribute the same to team managers and sponsors.
  • Submit articles and results to the local press for each and every edition.
  • Provide a report at each monthly General Meeting.

CANTEEN MANAGER

The Canteen Manager shall:

  • Be issued monies at the beginning of the season for the purchase of stock (amount to be determined by the Executive Committee).
  • Purchase and price all goods sold.
  • Arrange for the delivery and storage of such goods.
  • Forward all monies and accounts to the Treasurer.
  • Open and set up canteen and ensure canteen is left clean and locked.
  • Make a roster of volunteers for the season.
  • Ensure that volunteers are present and arrange for substitutes if any volunteer is absent.
  • Prepare a Financial Statement at the end of the season for the Treasurer for inclusion in the audit.
  • At the end of the season hand canteen keys back to the Secretary.
  • Provide a report for each monthly General Meeting.

GROUND MANAGER

The Ground Manager shall:

  • Ensure that the field is correctly marked and prepared for games.
  • Liaise with Team Managers to formulate a roster to assist with field preparation as required.
  • Ensure Time Keepers and timing equipment are arranged for each game.
  • Liaise with Team Managers to ensure goal and boundary umpires are arranged for each game and make sure that each is correctly attired.
  • Supply where necessary and collect:
    • Goal umpires' score cards
    • "Original" team sheet copies
    • Umpires' Best & Fairest voting cards
    • Interchange sheets
  •  All the above material must be signed by the relevant officials and forwarded to the Senior League or Junior Association by the dates specified.
  • Arrange for scoreboard attendants where necessary.
  • Ensure that all games commence on time.
  • If for any reason delays occur in junior games each quarter must be shortened to enable the following game to commence on time.
  • Ensure the dressing rooms and surroundings are clean and tidy, before and after game days.
  • Report necessary maintenance needs to the Committee.
  • Provide a report to the monthly General Meetings.
  • At the end of the season return all equipment to the Property Manager.
  • Where an appointed Central Umpire fails to show, appoint a substitute umpire in consultation with officials from both participating clubs.
  • Any problems arising on the sidelines or affecting the ability of the Ground Manager to carry out his duties effectively should be:
    • SIDELINE PROBLEMS – dealt with by Ground Manager
    • ALL OTHER PROBLEMS – report to the Executive Committee

COACHES

The coach shall:

  • Ensure that they have current coaching accreditations as laid down by the NSWAFL.
  • Be responsible for the correct and proper training of players.
  • Be responsible (as far as is reasonable) for team discipline at training and on game days.
  • Select Captains and Vice Captains of their teams.
  • Along with the Team Manager (and Selection Committee, if applicable) select weekly teams.
  • Prepare a game report each week and forward it to Publicity Officer for inclusion in the Club Magazine.

TEAM MANAGERS

The Team Manager shall:

  • Pre-season receive from the Property Officer an equipment issue (and written list) of guernseys, footballs, flags, pump, keys, etc.
  • Assist in team selections where applicable.
  • Assist Coach on training nights.
  • Assist Coach in communicating with parents where applicable, with regards advice on training times, match venues, etc, and any matter as directed by the Coach or Committee.
  • On Match Days:
    • Ensure all players are signed on (correctly) to the official Team Sheets.  The original goes to the Ground Manager, the copy goes to the Club Registrar.
    • Ensure a match ball is on hand.
    • Ensure a first aid kit is on hand.
    • Liaise with the Ground Manager, as necessary, with regards:
      • Ground preparations
      • Appointment of goal and boundary umpires
    • Liaise with the Canteen Manager to make sure adequate supplies of oranges, cordial, etc, are available.
    • Arrange the appointment of a delegate to attend to "Internal" Club Best & Fairest voting duties and forward this information to the Club Registrar.
  • Maintain team equipment and report any loss or damage to the Property Officer.
  • At the conclusion of the season return all equipment (with written list) to the Property Officer.
